Let's 1st understand what these planets represent on their own?

Mercury - Mercury represents communication skills, marketing, calculative ability, younger siblings, hobbies, skills with hands, intelligence, quick decision making, logical thinking, youthfulness etc.

Rahu - It represents Illusion, Foreign Lands, Foreign Things (foreign as in unknown things. So, for someone living in Punjab, culture and rituals of Kerala is also unknown and hence Foreign), Drugs, Medicines, any type of intoxication, Fame, Wealth, Success, Obsession, Past-life incomplete Desires, Movies, Television, Online World, Cheating, Imagined Fears, Unusual Things, Unique Things, Creativity, Rule breaker. Rahu also blows things out of proportions.

House Ruler - Besides these karaka things, Mercury & Rahu will also rule some houses in your chart and will represent things related to that house. Of course we can't cover conjunctions Ascendant and house wise else it will never be over. So, you have to include those things at the time of interpreting this conjunction. Also, we need to keep in mind all Yogas and Raj-Yogas which their conjunction would be making to completely understand the conjunction. Here, we can only cover meaning as per karakas. 

Meaning of Mercury-Rahu Conjunction - If Mercury-Saturn conjunction represents that person has limited communications, then Mercury-Rahu is one conjunction where person can be very vocal. It might be the case that person doesn't know how to remain silent. Communications are excessive and many a times exaggerated. This person may have some unusual or weird way of speaking like he can have a very different voice or unique accent/way of speaking. At the same time, they are highly intellectual. Mercury is our intellect and Rahu conjunct will explode intellect out of proportion. So, they can be one of those super intellectuals of the world. Intellect will work in area related to house/sign in which this conjunction falls. They can also be very clever with their communications and almost cunning. As Communications are exaggerated, there is a high chance that this person may speak lots of lies. Another way of seeing it is that Rahu is illusion or cheating, so this person can be throwing illusion or cheating with his communication. This person may also like to communicate more through online world. They can have a very unusual relation with their siblings. They will love travelling to Foreign Lands and communicate with Foreigners. 

Who will win the Conjunction? - Rahu will. Mercury is a neutral planet. It changes itself as per the planet it sits with. So, here communications will be highly impacted by Rahu's presence. 

Dignity & Strength - 

Now, it depends on the dignity of Mercury as to what dignity this conjunction will have? It is because Rahu will explode only that type of dignity. 

So, as we know Mercury is in good dignity in Taurus, Gemini, Virgo & Libra. So, Rahu will explode those good qualities of Mercury in this sign. 

Mercury is in enemy signs in Aries, Cancer, & Scorpio, Rahu will explode negative side of Mercury and person may have anger and emotions issues. Although, in Scorpio, it shows a person who can be perfect mystic. 

I feel in Sagittarius and Pisces, this conjunction will do well as person will be inclined towards religious or spiritual communications. 

In Capricorn, person can be doing well in Legal or Govt field in matters of communications. And in Aquarius, it can help in Career in Large Organizations.
